Paul Blair is the Director of Strategic Initiatives at Americans for Tax Reform (ATR), a Washington, D.C. based taxpayer advocacy and policy research organization founded in 1985 by Grover Norquist. He is responsible for several of ATR’s high profile policy policy initiatives at the local, state, and federal level, including the organization’s work around tobacco harm reduction.
In 2016, Blair was the campaign manager for the national “Right to Vape Tour,” a 20-state bus tour and grassroots campaign to rein in the Food and Drug Administration’s regulatory assault on electronic cigarettes and vapor products in the United States. He chairs Tobacco Harm Reduction Working Group, a D.C. strategy meeting comprised of trade associations, consumer groups, and limited government organizations engaged in the tobacco harm reduction space.
Blair works with political action committees, state and national public policy organizations, lawmakers, and right-of-center activist groups in all 50 states to advance ATR’s broad limited government and free market agenda. He has appeared as a guest contributor on Fox News and Fox Business and is a regular contributor to the Beltway Confidential blog at the Washington Examiner.
